Overview
At this level, analysing is breaking information into parts by looking at motives or causal factors. It is making inferences and collating evidence to support possible generalisations.
The case examines the exercise of power by Helsinki city in the expansion Eastwards and the annexation of Sipoo. Local residents opposed this move and it has raised multiple, political, social, economic and legal issues. It also highlights how wicked problems are endemic to policy decision-making. This case can also be linked to the prevalence of the old boy's network of elite privilege in Unit E4.
